Sean Vetter (Vin Diesel) has come a long way from the mean streets where he and his mate, Demetrius Hicks (Larenz Tate), grew up. Both are respected officers and they've just scored their biggest bust, hunting down the evil drug baron Memo Lucero (Geno Silva)
after seven years.
When he's safely put away, a mysterious new baddie, Diablo, moves on to Lucero's turf, killing his gang and taking over his network. Sean and Demetrius are warned off the pursuit in a fairly graphic way: Diablo's gang kill Sean's wifee.
Sean goes undercover with Demetrius to find the killer. On their way they meet another boyhood mate, a snitch known as Big Sexy (George Sharperson), a white racist thug, Pomona Joe (Jeff Kober), and a Beverly Hills hairdresser-druglord, Hollywood Jack (Timothy Olyphant), and an unstable Sean will be suspended but continue his hunt outside the law.
