Hooker said he was now in the process of drafting the documentation for a second bank, which he hoped to name in the next month or so.
"We have started the process of drafting it. It's a month or so away."
When Hooker launched the Fair Play on Fees Campaign in March he said all the major banks and Kiwibank were possible targets.
More than 32,000 people have signed up to join the campaign of which 13,500 are individual ANZ customers and 1800 are small businesses.
Hooker claims the banks have been charging excessive fees for unarranged overdrafts, bounced payments, late credit card payments and going over credit card limits.
