The North Shore City Ratepayers are in a worse situation for the financial effect of the Bill.
The reason is that both Auckland City and Manukau City have stand alone water and wastewater companies which means that the 2 per cent levy will not apply to those items but will do so at North Shore City.
Therefore water and wastewater will rise by 2 per cent as the full effect of the Bill is phased into place over three years.
The figures quoted at North Shore City are as follows: Year one $2.2 million, year two $2.7 million, year three $3.3 million.
The Bill has been deliberately designed to be inflation- proofed because North Shore City will be made to pay 2 per cent of the gross rates gathered by the council.
All of the 11 organisations are within Auckland City Council who had a Committee of that Council create the Bill with zero consultation before that Bill was constructed.
That is very poor quality politics indeed and not democratic either.
The War Memorial Museum Bill allows for a similar funding model by statute. When you pay via your rates, the Museum expects you to also pay via the door as you enter.
You pay twice and Auckland Regional Services Bill will have the same effect.
