Fourteen students mistakenly offered places at Auckland Grammar School will be allowed to enrol and attend the school next year.
Ministry of Education operations manager Ray Webb said the board of trustees had withdrawn the offers but he had directed the school to enrol the students.
It was unfair to penalise the boys because of the board's administrative error.
A report commissioned by the ministry found that six students were accepted because of a family relationship. In most cases they were sons of old boys. A further four lived in streets near the zone.
The ministry had accepted the board's assurances that it was not trying to select scholars or athletes.
