Labour Leader Jacinda Ardern spoke to The Country about the proposed water tax. Photo / Doug Sherring

"I don't want the water quality debate to be a debate about blame but a debate about progress," Jacinda Ardern said on The Country today.

The Labour Leader spoke to host Jamie Mackay about the party's proposed water tax which has farmers worried.

Ardern insists she is not giving up on the farming vote; she comes from an agricultural background and understands how important water is to the industry.

Irrigation New Zealand has released 16 questions it would like Labour to answer in regards to the tax.

How much tax will be charged per unit of water?

What is the impact the water tax would have on food prices?

Why is it fair to tax some types of commercial water use and not tax others?

Why is Labour not going to introduce a sewage tax in town water supplies?

If the tax varies depending on water scarcity, water quality and weather conditions then how many different tax rates will there be?
