She said she had distributed more than 4km of Rugby World Cup bunting to shops and many businesses had "gone all out" to decorate their business in a World Cup theme.
"People can vote for a range of reasons but I think fantastic service is essential for any business."
Mrs Weston said a great business not only looked after its customers, it also looked after its staff.
The top 10 businesses with the most votes would receive $200 worth of restaurant vouchers for them and staff.
The top two businesses, one for service and one for rugby atmosphere, would each receive a $500 restaurant voucher.
Everyone who votes will be put in the draw to win a $200 restaurant voucher.
