At its new Memorial site, the set of plaques commemorating Napier's fallen soldiers could also have a new look after the discovery of at least 40 missing names.

A public meeting will be held today at MTG Hawke's Bay to discuss the three Marine Parade sites, proposed to house Napier's War Memorial items - the roll of honour, and the eternal flame.

There was public outcry over the removal of the two items and the "War Memorial" title from the Napier Conference Centre during its multimillion-dollar redevelopment.

The current Roll of Honour bears the names of nearly 600 soldiers who died as a result of World War One, World War Two, and the Vietnam War. These names were orginially compiled using casualty lists reported from 1942, and the roll was updated in 1995.

However, it is likely to be updated again as MTG Hawke's Bay Archives Collections Assistant Cathy Dunn has recently unearthed the names of 35 soldiers from WWI, and about 12 from WWII, who were not listed on the roll.

She had found names through old newspapers, and the Online Cenotaph database, and became "hooked" by the search, spending a lot of her own time on it.

Despite the number of discoveries, Ms Dunn guessed she was only about a quarter of the way through the process, and thought there would be "quite a number" more names that could be included at the end.

There were a range of reasons the names might not have been originally included, from soldiers not having family to supply information for the roll, to people not knowing about the opportunity to register the names of extended family, she said.

Or, the original criteria might have excluded those who had not been born in Napier, but had worked for a significant local company, or were living there when they enlisted.

"I imagine once we get a new list it still won't be definitive because there are so many names," she said. "We just want to make it as complete as possible."

Currently, the memorial items are being housed in a council depot, while the Napier City Council consults on three proposed locations where they could be reinstated.

Council manager visitor experiences Sally Jackson said with the "numerous errors" discovered by Ms Dunn, it was likely the roll would be remade and consecrated at the new site.

"Since [the 1995 update], we have discovered a number of omissions and given we have an opportunity now to ensure the roll's accuracy, our librarian is in the middle of doing a complete check of the names to ensure all Hawke's Bay men are appropriately listed."

This would include those of other conflicts that were not listed, such as the Maori contingent to the South African war.

There has been speculation the plaques were damaged during their removal from the centre. Yesterday a council spokeswoman said there was no damage to the plaques that they were aware of, but declined Hawke's Bay Today's request for a photo of them.

Today a public meeting will be held at MTG Hawke's Bay, where the three site options will be discussed. Each option envisioned the Roll of Honour being inscribed on "vertical elements" with the Eternal Flame at height.

It is hoped the chosen concept will be completed by Anzac Day, April 2018. The council has set aside $50,000 for this, although some sites are expected to cost more.

      - The public are encouraged to attend today's meeting on the three proposed memorial options, which will be at the MTG Century Theatre at 5.30pm.
