The festival involves hundreds of overseas students and several local and national schools.
Rhapsody Rotorua runs for six days and is supported by the Rotorua Energy Trust.
Mr Weber said helping young people was a passion of his.
"I love seeing the kids enjoying themselves and growing their confidence."
Mr Weber said Rotorua was one of the best destinations in New Zealand.
"How could a group of students do a tour of New Zealand without going to Rotorua. There is so much on offer and I love being able to show them the city I feel so passionately about."
Mr Weber is the first person in almost a decade to receive honorary citizenship in Rotorua and mayor Steve Chadwick said it was not given lightly.
"It is a mark of respect from the community to acknowledge the unwavering passion an individual has for Rotorua.
"Keith is a special individual who has lightened the lives of many children over the years he has been working here and for that the community is grateful."
