Mr Jenkins said police were looking for a man on Monday afternoon when they received a call about a burglary which had occurred in James St, Whakatane.
A couple were allegedly seen breaking into a house by a neighbour who immediately called the police.
While police were responding to the burglary call-out, another police patrol tried to stop a car on State Highway 30, heading out of Whakatane.
When the car failed to stop, police gave chase.
"As he was driving through Te Teko, the driver stopped and let the female passenger out of the car," Mr Jenkins said.
"She was arrested by other police officers who had been called in to support in the pursuit."
The driver of the car allegedly threw stolen property out of the window as he was being chased.
Mr Jenkins said after the driver crashed he managed to get his car going again. It is alleged he then attempted to ram a police car before driving off again.
A man was arrested later, after a member of the public in Rotorua reported seeing someone acting suspiciously.
The man has been charged with possession of methamphetamine, possession of drug utensils, two counts of theft from a car and a raft of driving offences.
