About 40 people biked out to the ceremony in the rain as part of a fundraising event for Rotorua Special Olympics. People paid $25 for entry into the Waikite Hot Pools and a bus back to Rotorua, courtesy of Southstar Shuttles.
The fundraiser was organised by Mr Winters and Rotorua District Councillor Dave Donaldson, who is on the cycleway advisory group.
"It was a fabulous ride out," Mr Winters said. "It's designed for mum, dad and the kids. There are a few pinches but overall a nice, pleasant ride."
Among those who rode out were experienced mountainbikers, as well as those just getting into cycling.
The underpass will get a lick of paint, Arataki Honey owner Russell Berry will create a mural with a bee and honey theme.
