Why fund Berl report?

Shane Jones's “putea” made up the bulk of the $600,000 spent on the BERL report that he now does not accept but takes the private, non-disclosed report presented by KiwiRail (sounds very much like Merv Goodley's alternative pricing).

Was there any intention of Jones accepting the outcome of the BERL report, or was it all just show and then hand the excuse to KiwiRail to present what could be a bogus answer to the problem? A waste of “putea” that would have been better spent on a new “potae”.
