Life skills and a practical approach are two elements Jango believes will hold him in good stead on the Wanganui District Council.
This is the second time the father of a son and two daughters has stood for council.
Jango has been a qualified builder for 20 years.
For the last 15 years he has been working in the education field and currently is working for a private training establishment tutoring in carpentry.
"I believe with my life skills and practical approach I have something to offer this new term of councillors," he said.
"I don't have credit cards, I live within the city limits but pay no line charges. As far as energy use goes, my house is run by LPG and I generate all my own power by solar panels, and I have done so since 2003, so I know how to cut costs."
Jango said he was opposed to any waste of ratepayers' money. He said one example of waste was the water softening plant that had cost more than $1million but was now mothballed. "This type of waste must stop," he said.
"The first area I would focus on is the community facilities section of our rates bill. For example, in the 2007-08 rates year this was $447. This financial year it has ballooned to $742."
He said he would be a strong advocate for a return to core functions, which needed to be identified. And he said the council should distance itself from financially supporting private enterprise.
"I have three main goals - budget, budget and budget."
