"This is about families that need a house.
"The people we would be targeting are those who are working, who want to own their own homes but can't see a way forward to getting the 20 per cent [deposit they need]."
Ms Balzer said the rental option would be made available to beneficiaries and they would look at superannuitants as part of that.
There is a possibility of a women's village for single mothers where the focus would be on support for each other.
"If there is one thing that a number of women have fed back to us is when they are living in a flat on their own and there is no one else to talk to it is incredibly lonely and sometimes a sad place to be."
The project will see 66 two or five bedroom units, and will include an early childhood centre run by Te Kohao Health.
"The five bedroom units have been planned in such a way that if you have your parents living with you for instance, they could have their own space ... downstairs is a big bedroom with an ensuite, directly opposite that room is a second lounge.
Ms Balzer said the project had been designed as a safe community, where children can play on the roads, and there will be shared outdoor spaces.
"The need is for people to be able to look out their kitchen windows and see the kids that are playing there and see if things are fine.
"What we want to do is take interest in other people's children, as well as their own, and start to care about them."
