Rotorua police said the driver lost control at one point, crashing into a police vehicle, causing minor damage to both vehicles.
No one was injured and there was no further damage to property as a result of the pursuit.
Police caught two people in the Fenton Park area shortly afterwards.
Mr McLaughlin said police caught the alleged offender via cordons set up by other police officers.
He said the chase had taken police from Edmund Rd to across town in Fenton Park.
The Daily Post also saw police on Fenton, Sala and McIntyre Sts about 9.40am.
Witnesses told The Daily Post they saw police in pursuit of a car on Edmund Rd and Otonga Rd.
Staff at Edmund Rd Service Station say they heard the sirens before seeing a small car hooning down the road, followed by a police car in pursuit.
Customer service representative Lee-Ann Allerby said they had no idea what was going on.
"We didn't know what was going on at first but we heard the sirens and saw the cars hooning down the road like mad," Ms Allerby said.
Manager David Davies said he didn't see the cars but he heard the commotion.
"I heard the sirens before I heard the cars go past," Mr Davies said.
Springfield Superette owner Raj Kumar said he had seen some police on Otonga Rd who appeared to be looking for someone.
"Then all of a sudden they turned around and took off zooming down the road," Mr Kumar said.
The sirens were blazing and some customers were scared.
"One lady got quite a fright, she came running into the store," Mr Kumar said.
A 17-year-old male who was previously a disqualified driver, will face charges relating to the incident.
