"Communication is a biggie, it's amazing how many people don't have any "There are two forms boaties should have - a VHF radio - either hand-held or a fixed unit, or a mobile phone that they should keep in a plastic bag so it stays dry," Mr Grouby said.
"There's people that go out and their VHF radio isn't working so the biggest message from me is to make sure things on the boat are checked and working before heading out on the water."
Mr Grouby said kayakers should let someone know where they were going and what time they intended to return. Lifejackets should be worn by everyone that goes on the water, he said.
"They also need to be very aware of the conditions and always check the weather before leaving. Kayakers need to know that the boaties' rules apply to them as well."
Rotorua police Detective Sergeant John Wilson said with summer now here, the use and misuse of Rotorua's lakes and waterways would increase.
"So it's timely to issue a reminder about the obligations and responsibilities of those using boats and other watercraft," he said.
