According to the council, partnership agreements have been established as a way to support organisations that align strongly with the council's Rotorua 2030 goals and are intended to simplify reporting for organisations and administration for council.
Partnership agreements will apply for three years, after which an organisation has to re-apply. New agreements will also be considered every three years.
Partnership organisations will be those that already have a longstanding relationships with the council and/or are well established in the community.
The value and form of support provided by the council will be determined on a case by case basis.
Organisations that want partnership agreements will need to apply - or re-apply if they want their agreement to continue - as part of consultation on the council's Long Term Plan.
All applications will be considered by councillors during submission deliberations.
Neighbourhood Support Rotorua co-ordinator Bruce Quedley said the new structure was similar to the way the organisation had dealt with its council funding in the past.
"Indications are we are one of their preferred partners, but to what level of funding we are not sure yet, which does cloud our future a little bit, and we're not sure if we need to be looking elsewhere for funding.
"We get about 40 to 50 per cent of our funding from council; they are a major funder.
"Apart from a little bit of uncertainty, I can't see any real problem with it," Mr Quedley said.
