Council management say proposed staffing changes will make its structure more cost effective and robust but details about possible changes have to remain confidential for now.
Rotorua district councillors called a confidential meeting with chief executive Peter Guerin on Thursday last week to discuss staffing, as well as changes to internal reporting structures.
At that time, Mr Guerin said he could not release details regarding the meeting but said he had been working on "fine-tuning the alignment and reporting structures for a small number of positions within the organisation".
Rotorua mayor Kevin Winters said yesterday the meeting was called so Mr Guerin could brief elected members on proposals to realign some internal staffing structures and reporting lines.
"There was no vote of any kind taken at the meeting and no decisions taken at all.
