The Hastings District Council is encouraging elderly people to apply for housing in one of its nine complexes, with a number of units expected to become available over the coming months.
Some of the units would be newly renovated, a council spokesman said.
Current Parkhaven Village resident Topsy Olsen has lived in the complex for 17 years.
While she did not know any other residents before she moved in, she soon felt part of the small community.
Parkhaven had a lovely atmosphere and provided a sense of community with the other residents, she said.
Mrs Olsen said having neighbours to watch out for one another made the village safe, but she could still live independently in her own unit.
"There's freedom in everything really," she said.
