The 77-year-old paedophile who was jailed for rape and sexual abuse beginning in 1977 has been denied parole after seven years imprisonment.
Bruce Benjamin Shepherd is serving a 13-year sentence after he was found guilty in 2006 of 20 different charges bought forward by eight complainants. Shepherd preyed on young
people between 1977 and 1981 in Rotorua, Wellington and Wairarapa but the majority of his offending took place between 2003 and 2004 when he was living in a caravan in Hastings.
The victims in the later offending were between 11 and 13 at the time.
At his sentencing in May 2006 one of his victims said she thought his 20 convictions "were just the tip of the iceberg".
The parole board met with the relatives of one of Shepherd's young victims before the hearing regarding his release took place on March 8.
