Fortunately, the Ministry of Education seems to have taken on board the alarming picture painted by the ERO report. It says early childhood providers will be reminded of the "need to actively promote positive learning outcomes for infants and toddlers" and practical guidance will be provided for them to do this. This must be pursued vigorously, and providers that continue to provide poor service should be left in no doubt about the consequences. Otherwise, the Government's proclaimed progress towards 98 per cent participation in quality early childhood education by next year will cease to have any meaning.
