I suppose just going through the rubbish and seeing if there are receipts and bills that could connect it to someone as they need to be held accountable.

The council needs to put bins where people dump the rubbish, some people aren't in the situation to go to the dump or the rubbish has built up. I see rubbish out and about walking around.
