Why not half and half? Incorporate the cost into the cost of camp, but the police should subsidise half the cost.

No, it's hard enough already. There's the pressure to pay 'school donations', the rising costs on everything else and it may hurt a lot of parents. An extra $10 could be used for bread or milk.
