It depends on what the speed limit is and whether speed is a contributing factor to the crashes. Also, how many people were speeding anyway when they had their crashes.

Depends on where the area is. You'd have to check traffic flow against the fatalities, because it depends mostly on the road conditions. Like where I live on a T intersection I think yes absolutely it should be reduced.
