"We are keen to hear from anyone in the area who may have seen or heard anything, at this stage we are still uncertain what time the crash occurred. It's believed to have been between midnight and 2am so we are appealing to residents in Owhata for information," Mrs Riordan said.
Mr Areli's death was one of three on the roads of Rotorua and the Eastern Bay during the long weekend.
"People need to make sure they are driving to conditions. Drivers also need to make sure they are taking regular breaks, especially when driving long distances."
Tributes were being paid to Mr Areli on the Rotorua Daily Post Facebook page as he was described as a "loved brother, son, uncle and a damn good friend."
"R.I.P Lish. Can't believe it. Love to all our family," one wrote.
"Omg im beyond words right now to hear of this news my aroha goes to the family i cant believe it knowing him its heartbreaking rest easy elisha always gonna remember that smile," another posted.
Police said the death will be referred to the Coroner.
