The public will be the judges and will receive a voting token on arrival to throw in the hat of their favourite busker.
Whichever performer has the most tokens wins.
Event manager Tia Smith said these days performers were starting with videos and this competition was about providing a platform to help aspiring artists.
Ms Smith said the buskers would be positioned around the park along with couches and furniture so people could sit and watch.
The top three acts from the finale will perform at the New Year's Eve Glo Party.
Rotorua Lakes Council events manager Martin Croft said performing at the Glo Party was a great platform for performers to launch their career and be noticed.
He said sometimes performers were noticed from the Glo Party and asked do other things from it.
The categories buskers can enter with their videos are dance, music act youth, music act adults and entertainment.
For those who want to enter the buskers competition but would like the Glo Festival team to video and upload it for them, there will be a number of pop up sessions they can attend.
Performers will need to bring their own equipment and props to these sessions.
