Biss said Harry Morton and centreback Ross Haviland had denied him a shot at goal.
Angell said the "linesman" brought any alleged infringement to the attention of the referee.
"There's no video evidence to say there was or wasn't [any infringement from the Bay defenders]," he said.
"Waitakere don't have video tapes so we just have to accept it."
Waitakere United player/coach Brian Shelley returned the favour within a minute when he brought down substitute striker Fane Morgan.
Englishman/midfielder Ryan Tinsley deftly pushed it past Waitakere goalkeeper Alex Carr from the one-on-one spot.
Saul Halpin had a chance to give Bay United the edge at the crack of halftime but his shot was off target.
The second half was a see-saw affair but neither side took advantage.
The visitors lost striker Sean Lovemore in the 17th minute to injury with Bay-born teenager Morgan replacing him.
"Sean had a little bit of a tight thigh and still felt it when he ran on.
"Fane came in and, for me, he did well coming in from the cold."
A hamstrung Shelley hobbled off in the 54th minute but Biss said the Irishman was also nursing a sore ankle.
"We are really disappointed we missed so many chances to win but the Bay keeper [Hill] made some good saves, too."
Biss said there were "a few niggles" with some challenges and Waitakere probably came away with more yellow cards.
"We knew the Bay were going to be difficult and keep the ball before counterattacking and that's how they caught us for that penalty."
Angell said like the Bay, who have a win and two draws from four games, Waitakere were looking for a top-four placing in the premiership with two wins and a draw, albeit having played one more match.
"We're now looking to come back home to take more points before Christmas," the Hawke's Bay United coach said.
The Bay host Wellington Phoenix Reserves at Bluewater Stadium, Park Island, on Sunday and then reload against Southern United in a switched fixture because the venue at Forsyth Barr won't be ready in time.
Hawke's Bay United hit the road to play against WaiBOP United in the last game before Christmas.
In the shock upset of the weekend, Team Wellington, who drew 2-2 with Bay United in Napier, beat Auckland City 4-0 at Dave Farrington Park, Wellington.
Auckland, who today leave for the Club World Cup in Morocco, suffered the heaviest loss in the franchise's history.
