"I thought they might not be our style ... however they'll be playing songs everyone knows and loves - but with their own spin.
Mr Mooney said the band had really impressed him with their talent and he was picking them to be powerhouse entertainers for years to come.
The support act for the talented three-piece will be Gala Morris and her band. Gala will be returning to her mother Debbie Harwood's hometown for the event after an acclaimed UK tour.
Mr Mooney said he was really looking forward to Gala's performance as "she is another exceptional performer".
As well as the exciting new musical talent the event will also bring back favourite crowd traditions.
At five to midnight, Napier Mayor Bill Dalton will ring the Veronica Bell to remember those lost in the 1931 earthquake in the "only solemn moment of the night".
Just after midnight, The Hits' fireworks will wow spectators in a $15,000 display unique to Napier.
"Because we can fire off the [beach] shingle the fireworks burst right over the [audience's] heads ... it means they're a lot closer and the fireworks are a real bang for our buck.
"It's the highlight of the evening."
As the fireworks burst overhead, Mr Mooney will perform his own tradition of standing on the soundshell stage to count how many have been entertained. If the weather is clear Mr Mooney expects up to 22,000 to turn out.
The safe community event will have a liquor ban in place with a zero tolerance from police and security.
