Police are working closely with the family who are receiving help from victim support services.
A friend of Ross', who asked not to be named, said she was a wonderful person and a dedicated friend.
"She was outgoing, she was friendly, she was a loving mother. She was one of those people you could depend upon. Her integrity was not questionable. I am in mourning."
Police are wanting to speak with any member of the public who was in or around the area of Strathallan Street between midnight and 2am on Wednesday, including shift workers who noticed any activity - and ask them to contact Dunedin Police on 03 471 4800.

Due to a homicide investigation being launched, police say they are are unable to provide any further details at this time.
