The report of an independent inquiry into rates will be not be released for a fortnight.
Prime Minister Helen Clark said the inquiry chairman, David Shand, was away for a "couple of weeks" and its public release would be put off until he returned.
The inquiry was commissioned by Local Government Minister Mark Burton last November to address public concerns over rates rises.
