Rangitikei building owners could be encouraged to carry out earthquake strengthening by being offered rates breaks.
The Rangitikei District Council is considering amending its rates remission policy to allow for what effectively would be rates holidays while strengthening work is carried out and further remissions after that.
Rangitikei Mayor Andy Watson said the issue was "very dear to my heart".
A draft amendment to RDC's rates remission policy was discussed at last week's finance and performance committee meeting.
It proposes a full rates remission for up to six months while a building is being strengthened or demolished and rebuilt, and a waiver of all RDC consent costs of up to $5000. Following the completion of work, a full rates remission will be granted for three years for properties containing one or more earthquake-prone buildings once a code compliance certificate has been issued for either strengthening or construction of a new building.
