Mrs Kennett said police from Dargaville, Kaikohe and Whangarei were involved as the car continued to evade police.
At one point the vehicle allegedly rammed a police vehicle but no one was injured.
"It then headed to the Twin Bridges. Police laid spikes at Twin Bridges and the car tyres were punctured and it came to a stop a short while later."
The driver has been charged with unlawfully taking a motor vehicle, failing to stop, resisting arrest and two charges of aggravated assault in relation to the ramming of a police car and the attempted ramming of another police car.
The passenger also faces charges and both were scheduled to appear in the Whangarei Youth Court yesterday.
