Silent protest too noisy for council

The woman thrown out of a Whangarei District Council meeting following a dramatic protest says she did nothing wrong.
Her boss, however, says she had been told not to attend council meetings and her behaviour was unacceptable.

Shepherd taped a zip over her mouth and dumped a container of electronic parts on the floor.
Ms Shepherd had hoped to talk to the council about recycling electronic waste but was denied the opportunity to do so because her name was not on the list.
Ms Shepherd said she had wanted to speak on behalf of a colleague who was on the list but not available to address the meeting.
However, Ms Shepherd's manager said she had been instructed not to attend any more council meetings following a confrontation with Acting Mayor Phil Halse in May for which she was denied speaking rights in June.
CBEC Eco Solutions assistant manager Lanice Dromgool said Ms Shepherd's behaviour was "basically unacceptable".
"It's not the way we would like it [e-waste recycling] being promoted because we're about working with council and these are actually personal views and not the company's views," she said.
"She was told after her last meeting throw-out and she was given advice not to go back to any of those meetings. She took it upon herself to attend that meeting."
Ms Dromgool said she could not say what action may be taken against Ms Shepherd as she had not had a chance to talk with her yet.
Mr Halse said Ms Shepherd went "far outside the bounds of good behaviour" but would not say if the council would bar her from speaking at, or attending, future meetings.
"At this stage, we're not going to react to it," he said.
Ms Shepherd said she had taken the zip just in case, but had not planned to dump the electronic waste on the floor.
That was totally spontaneous, she said, but she had no regrets whatsoever.
"I think Phil Halse has got some kind of issue. He's decided that he's frightened of me," she said.
"It was a non-verbal display. What sort of people are these people that take so much umbrage to that?
"I haven't gone out and shouted at anyone or abused anyone.
"These people are playing intimidatory tactics. They just want me to crumple over. Well, unfortunately, I'm not a crumpler."
