"He was a young man with a heart of gold who would do anything for anyone," she said.
District Inspector Andy Graham said police were still investigating the crash, which occurred about 8.15pm, but believed speed was a "major contributing factor".
Queensland Ambulance Service pronounced Mr Baillie dead at the scene.
The Mercury said it was the second fatal crash in the suburbs in less than a month.
A death notice for Mr Baillie published in yesterday's New Zealand Herald said he was the much loved son of Jane and Rob Baillie and had two brothers and a sister.
"Too fast boy, too fast," it said.
