Northland Regional Council's Draft Regional Plan was made available to the public for a preview before the formal drawing up period begins.
A period of more than six weeks for public feedback on the draft plan and five tailor-made catchment plans has ended.
The final document will be the new rule book replacing three 10-year-old regional plans.
More than 250 people have commented on the draft after the Regional Policy Committee released it for a "road-test" in early August .
Ben Lee, Policy Development Manager, said the road test could be considered a success with more than 250 submissions across a wide range of topics, and about 150 people attending drop-in sessions around Northland.
