Re text homeless beggar. Ring police every time you see him. They do come and pick him up. I do it every time I see him. He is not allowed to do it as he does get a benefit. He also smokes as well as gamble and drink.

Why did the police go to so much trouble getting those inmates down from their rooftop location? Leave them there to starve and freeze. They're a waste of space.
