A committee, with members from each club, was working through the regulatory matters, he said.
Heretaunga Club manager Chelsea Boyce said members voted to amalgamate because of declining patronage from its 855 members.
"You find that with most of the clubs. They have a good membership but it is how many that are active that matters," she said.
Hastings RSA boosted its membership last year by amalgamating with the Hibernian Club. The Hibernian had 600 members but only 100 were active and it was in slow decline.
An application to transfer the Hibernian's pokie machine licence was successful and the RSA now has the maximum allowable number of machines, 30, one of only five clubs in the country with the maximum amount.
Ms Boyce said the refurbishment of the Heretaunga Club's building, which she said was substantially bigger than the RSA's building, was conditional on engineering reports "before they go spending a couple of million dollars".
Mr Murphy said the amalgamated club would remain community-oriented - in the past financial year it spent more than $400,00 on membership welfare services, such as meals on wheels.
He hoped growth would continue at the new site.
"It will be better, brighter and newer and hopefully attract more people."
