Meanwhile, another man charged with aggravated robbery following the alleged shooting has been granted interim name suppression and continued bail pending plea.
The 46-year-old man appeared in the Waipukurau District Court before Judge Max Courtney yesterday and will appear again on January 15.
He was arrested and charged with aggravated robbery following the incident in Pourerere.
Mr Raheke was one of four gang members who received thousands in a secret government payout to compensate for systematic beatings at Hawke's Bay Prison in the 1990s.
Several hours after he arrived at the hospital, police and the armed offenders squad descended on Otane to secure a property of interest, and the following Sunday forensic scientists from ESR were examining a property of interest on Long Range Rd.
Police had seized a vehicle believed to be linked to the alleged shooting, but would not confirm whether it was a silver sedan recovered in Hastings the same afternoon with apparent bullet holes in both sides.
The death has been referred to the Coroner and police were continuing to investigate the circumstances of how the man received his injuries.
Inspector Greig said some of those involved in the incident were thought to be actively avoiding the police.
"We do not believe there is an ongoing risk to the public but we are seeking a number of people in relation to the incident at Long Range Road."
Police urged anyone with information that might help, or who was in the area of Long Range Road on the 17 November to contact Hawke's Bay Police on (06) 8310700 or Crimestoppers anonymously on 0800 555 111.
