"The concerns surrounding this site operating as a time mill include hazardous substance contamination, excessive noise and dust, timber by product waste and inappropriate discarding of such waste." Other problems it claimed included heavy machinery operation, vibrations, open bark storage, saw dust and unsecured fencing.
A report by liquidator PWC said Clyde Lumber stopped trading in December 2010.
Bayleys Wairoa real estate agent Bill Brown confirmed the lumber property was up for sale.
It had a fully operational timber mill and three bedroom house, listed as suitable for an industrial park or for a business to relocate to. It had a land value of $155,000 and a capital value of $700,000.
North Clyde In Focus said the council could buy the property and sell the on site chattels and buildings to recover some of the purchase costs.
"It would be sensible to develop a recreation area and park which will enhance the already present memorial reserves and statues on the corner of Carroll St and Crarer St.
"North Clyde has been forgotten for many years and a new recreation area to compliment our monuments would restore community spirit and faith in our elected council."
It said North Clyde was in serious need of attention as its current state was "not desirable" as Wairoa's gateway to major tourism features such as Lake Waikaremoana.
The community, north of the Wairoa River, is of mixed zones, which meant some houses were next to busy industrial businesses.
The group wanted better planning to ensure residential and industrial areas were equally protected and managed.
The annual plan will be the topic at a public meeting on May 30, 5.30pm at the Wairoa War Memorial Hall.
Other issues covered, included road maintenance, upgrades to the community centre and skatepark, public cemetery at Mahia, and wastewater and water supplies around the district.
Written submissions close on June 10.
