The Napier City Council is to undertake public consultation on the future ownership of its commercial and industrial leasehold land.

The move was decided at a council meeting this week, and officers are to prepare a draft proposal considering options from retaining the current no-sale policy, to changes to allow freeholding of parts or all of the land.

The issue has been debated for almost a quarter of a century, since parts of the former Hawke's Bay Harbour Board's residential, commercial and industrial leasehold portfolio was vested in the council after the board was dissolved in the local body reorganisation of 1989.

A review was undertaken after specific requests in the 2011-2012 annual plan process, and a further request was made in the process before the adoption of the 2013-2014 plan earlier this month.
