"Those flats were built from the concrete block system which means they are nice and warm in the summer, cool to be in," he said. "But during the winter they are absolutely cold. Some people don't want to get out of bed."
"We get a lot of complaints about the units during winter and try to pass on those concerns to the council's housing officer."
Mr Hatcher said Age Concern was also worried about two-storey units at Swansea.
"They have lifts to take people up to the top bedrooms but we come across problems if there's some kind of disaster, like a fire or earthquake. The units were okay when they were built but now we've got much older people living in them as we're now living longer."
Mr Hatcher hoped the council would look into the problem. "It needs to be properly investigated and done properly."
The insulation project is due to be completed by August 24.
