Councillor Malcolm Dixon said people can organise celebrations at the park and noted that Peak House sits outside the park.
At least one operator provides a tour that includes Champagne sunsets at Te Mata Peak.
Hastings Cemetery and Crematorium between Maraekakaho and Orchard Rds and the eastern boundary of Heretaunga Intermediate School have also been added to the ban after police and community concerns.
Councillor Bayden Barber said at Thursday's council meeting the change was "a good outcome for the whole community".
Public consultation will start February 15 and run until March 19.
The council will hear submissions on May 20 and 21 and adopt the bylaw in August.
