Opener Kenworthy provided the platform in the champions' innings of 134-6 from 20 overs with 51 runs from 35 balls. No4 Luke Wright backed up with 40 not out (36 balls).
Dale spinners Ajaz Patel and Tushan Kumar stifled the CHB middle/lower order with the latter claiming three scalps, two of which Noema-Barnett coolly snaffled on the boundary.
"Tushan's been a great find for us this year," he said of Kumar, who didn't play in the seven-wicket stroll over Onslow (Wellington) in the semifinal of the annual Kilbirnie Sports-sponsored tourney.
CHB had to work hard in their 13-run victory over Karori to make it an all-Bay final after the postponed playoffs deferred from last month.
Kenworthy said it was great to come back as losing finalists last year to clinch the title this year.
CHB captain Scott Schaw and his troops crumbled for 86 with two balls to spare.
"When you lose a couple of quick wickets it's going to be hard to build a good innings. Kieran and Stoyny really tore our heart out.
"No one tried to stick around because if we had batted around someone we might have had a shot," Schaw said.
He lauded his bowlers for giving them a sniff.
"We still haven't won yet [T20 crown] but we've been in two finals," Schaw said, finding comfort in their young stepping up with the summer beckoning.
"To have 16 teams in the competition and have two Bay teams in the final is absolutely brilliant because the title stays here," the EIT student said.
