Staff at two Hawke's Bay licensed premises were caught selling alcohol to underage people in a police sting on Friday night.
Hastings Police alcohol-harm reduction officer, Sergeant Mike Stevenson, said action would follow at the bottle store and bar where the alcohol was sold.
The operation saw two 17-year-old volunteers attempt to buy alcohol from 12 premises licensed to sell liquor in the the Hastings, Clive and Havelock North areas.
Mr Stevenson was pleased the majority of premises checked for identification had refused service but said "there are still some slipping between the cracks, and we would prefer there were none".
Police also shut down a bottle store's raffle for a 4.5l bottle of liquor that was discovered during the sting.
"Under the Gambling Act, liquor cannot be offered as a prize and we will be looking further into this matter," Mr Stevenson said. The Controlled Purchase Operation was a joint initiative by Hastings Police, the Hastings District Council District Licensing Authority and the Hawke's Bay District Health Board.
