Agency representatives had left their offices "and their 0800 number to come to where the business community is" because dealing with government could be difficult and time-consuming.
"As the Minister, I thank you so much for what you do as entrepreneurs - investing in New Zealand and creating jobs, backing yourselves and backing your ideas.
"Probably most of you, at least when you started, put your own home and your own savings on the line to create business."
Areas covered by the roadshow included: Regional Business Partners, Business.govt.nz, Statistics New Zealand's website and business toolbox, recent tax changes, health and safety legislation, ACC levies and employment legislation.
The roadshow follows a recommendation last year from the Small Business Development Group, a panel of owners advising the Government on how policies affect small business. It recommended an improvement in government communication with business owners and helping them better understand legislative changes.
The Government's Budget this year outlined changes in how small businesses pay provisional tax, enabling a pay-as-you-go system instead of forward estimates and advance payments.
The change was hailed as the biggest tax shakeup for small-to-medium businesses in decades.
The group reports to Mr Foss, who announced the tax change in April.
