As the last phase of the runway extension is set to begin, plans to build roading for a proposed business park at Hawke's Bay Airport are also close to being finalised.
"We expect to commence building that piece of road in June or July next year," airport manager Nigel Sutton said.
The airport company will be presenting its draft statement of intent to the Hastings District Council on Thursday.
Included in the draft is an outline of $2.3 million of planned expenditure, including stage one of the business park project - the roading.
It is expected to cost about $1 million.
The airport company recently put in a resource consent application to extend the airport's internal roading system across towards the area of land near the Napier Aero Club.
Mr Sutton said the detailed business plan for the park structure itself was still being compiled.
It is included in plans for the 2012 financial year.
While prospective tenants were expected to be those in the freight industry who regularly ship freight through the airport, there was potential for any business which wanted to set up on the site, Mr Sutton said.
He believed the imminent completion of the runway extension, which had stretched the main strip out from 1310m to 1750m, was likely to be a factor in some businesses moving there.
The airport company is forecasting an increase in aircraft coming into the region.
That had already been seen in a rise in private jets and charter domestic flights.
While international jets were not on the immediate agenda, there was confidence a second airline would eventually begin flying into Hawke's Bay.
The draft statement of intent includes financial performance targets for the next three years.
Total revenue for 2012 is expected to be $2,722,200, while 2013 is anticipated to be $2,873,400 and for 2014, $3,219,900.
