The Mexican Government reports that almost 14 per cent of the country's city, state and federal police officers didn't finish high school and 4 per cent never made it to high school. Assistant Education Secretary Miguel Szekely released the figures while announcing a plan to help the officers earn degrees for knowledge they have gained on the job or in home study. The Government recently reported that almost half of the country's 375,000 police officers failed a battery of security, psychological and background tests.
