At this stage he said the investigation team could say that each of the assaults had been committed by a lone male who fled on foot.
The investigation comes after the principals of both Napier Girls' High School and Woodford House released letters to their communities informing them of two separate incidents involving students.
On Wednesday afternoon a Year 13 Woodford House student was out running with a friend when she was reportedly grabbed by a young, well dressed male as they ran past him on Palmerston Rd.
The following morning a Napier Girls' High School student reported being grabbed from behind by a man while walking to school on Bluff Hill shortly before 9am.
Woodford House principal Julie Peterson said police, who were contacted immediately, informed the school it was an isolated incident but added she was aware there had been a similar incident the day before.
Police are also making inquiries into an attempted indecent assault at the intersection of Meeanee Rd and Lee Rd in Taradale on Wednesday night.
Last month a woman was sexually assaulted while walking in the Shakespeare Rd area on Bluff Hill and at the end of September a female jogger was attacked while exercising on O'Dowd Rd in Taradale around 6am.
Mr Crowe said the victims, none of whom required medical attention, were receiving ongoing support from police and assistance from victim support.
He said this type of offending concerned police and they were treating the incidents seriously.
Those who encounter such scenarios were advised to make noise, call for help and immediately dial 111, he said.
Any suspicious behaviour witnessed by members of the public within the Napier Hill, Taradale or Havelock North areas should be reported to police and if there was no immediate risk to safety, information could be given to Hawke's Bay CIB on 06 211 3872.
Mr Crowe said the information would be treated "in the strictest of confidence" and could be given anonymously through Crimestoppers on 0800 555 111.
"If you feel safe enough to take a video of a suspicious event on your smartphone, it would be of benefit to the investigation team.
"Our general advice to people to stay safe when out and about is to be aware of your surroundings and of who is around you," he said.
Those walking alone at night were encouraged to keep to well-lit areas, hold bags with valuables close, keep cell phones at hand, walk close to the gutter-side of pathways and walk facing traffic.
