Kelli will house her vintage and craft market in the Celebrating Age Centre hall, which is linked to the carpark and outdoor area of the market with an external staircase and elevator.
"A lot of markets close over winter. You have Rototuna and Gordonton closed, so those stallholders don't currently have any regular options over winter," Kelli said.
"As a destination on a Saturday if you come pick up your shopping there is so much more to look at around here, along the river and rotunda," Kelli said.
The outside carpark area will be filled with food trucks
"It's not going to be a farmers' market as such. We want to showcase Waikato arts and craft."
There will also be stalls available for free for Young Enterprise participants or young entrepreneurs.
"Cost is quite often what stops young people showing what their products and services are about," Tania said.
There will also be music supplied by the Volume Collective, a group of local artists, designers and musicians.
A number of the carpark walls and columns may also receive a spruce up, with hopes for local artists to paint murals incorporating the local history.
"We will probably do some up-lighting in the carpark," Tania said.
