Hamilton City Council and bullying and a harassment whistleblower last week reached a settlement at a mediation hearing.
The confidential settlement means the case will not progress to the Employment Relations Authority or Employment Court.
Mr Halse said "the only statement that will be made outside the mediation is that all matters have been resolved between the parties".
Mr Halse is set to launch a consultancy business which will specialise in anti-bullying training for employers and employees and advocacy services for employees.
The company will be called CultureSafe NZ Ltd.
