A police spokeswoman said officers were called to the beach just before 10am after reports of a kayaker "struggling" about 200m
offshore.
The spokeswoman said there was a strong offshore wind and it appeared one kayaker had made it back to shore but second second kayaker was still out in the water.
Police have been in touch with the Papamoa Surf Lifesaving Club to get lifeguards out in an IRB, she said.
